Description:  

This policy removes the regional formats interface from the Regional and Language Options control panel.  
This does not, however, prevent the user or an application from changing their user locale or user overrides
programmatically.

The policy is only used to simplify the Regional Options control panel.

If the policy is Enabled, then the user will not see the regional formats options.

If the policy is Disabled or Not Configured, then the user will see the regional formats options for changing
and customizing the user locale.

Supported on: At least Windows Vista.

Please perform the following steps:

Please go to Pearl button (Start) and click on the Search programs and files
For more information about the change from Start to Pearl button click here
Type gpedit.msc and press Enter
In the Group Policy window please navigate to User Configuration -> Administrative Templates ->
Control Panel -> Regional and Language Options and open Hide user locale selection and customization
options
.
Not Configured -> is the Default state
Enabled -> apply this GPO
Disabled -> this GPO will not be applied

To finish press ok button and close Group Policy window.
Type regedit and press ok

To Enable:
Change the data value with:
HideLocaleSelectAndCustomize = 1

To finish press ok button and close Registry Editor window

Type cmd, right click on cmd icon under the Programs and click on Run as administrator

By Default you have access to "user locale selection and customization options" under Start -> Control
Panel -> Region and Language.
You can prevent access to "user locale selection and customization options" from Region and Language
using Group Policy or modify the specific registry key.  

Note: If you want to prevent access to "user locale selection and customization options" from Region and
Language
to a specific user you need to modify or add the registry key under his SID.
