Description:  

This setting disables the theme gallery in the Personalization Control Panel.

If you enable this setting, users cannot change or save a theme.  Elements of a theme such as the desktop
background, window color, sounds, and screen saver can still be changed (unless policies are set to turn
them off).

If you disable or do not configure this setting, there is no effect.

Note: If you enable this setting but do not specify a theme using the "load a specific theme" setting, the
theme defaults to whatever the user previously set or the system default.


Supported on: At least Windows XP Professional or Windows Server 2003 family.
Prevent changing theme

Please perform the following steps:

Please go to Pearl button (Start) and click on the Search programs and files
For more information about the change from Start to Pearl button click here
Type gpedit.msc and press Enter
In the Group Policy window please navigate to User Configuration -> Administrative Templates ->
Control Panel -> Personalization and open Prevent changing theme.
Not Configured -> is the Default state
Enabled -> apply this GPO
Disabled -> this GPO will not be applied

To finish press ok button and close Group Policy window.
Type regedit and press ok

Please navigate to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies

and locate NoThemesTab registry key

Double click on NoThemesTab and edit the value:

To Enable:
Change the data value with:
NoThemesTab = 1

To Disable:
Change the data value with:
NoThemesTab = 0

To finish press ok button and close Registry Editor window

Group Policy this registry key will be rewritten.

By Default you have access to "Themes" under Start -> Control Panel -> Personalization.
You can prevent users from using "Themes" using Group Policy or modify the specific registry key.  

Note: If you want to prevent a specific user from using "Themes" you need to modify or add the
registry key under his SID.
