On Microsoft Windows operating systems, a Windows service is a long-running executable that performs
specific functions and it is designed not to require user intervention. Windows services can be configured to
start when the operating system is booted and run in the background as long as Windows is running, or they
can be started manually when required. They are similar in concept to a Unix daemon. Many appear in the
processes list in the Windows Task Manager, most often with a username of SYSTEM, LOCAL SERVICE or
NETWORK SERVICE, though not all processes with the SYSTEM username are services. The remaining services
run through svchost.exe as DLLs loaded into memory.

Please perform the following steps:

Please go to Start and choose Run ...
Type C:\Windows\System32 and press ok
In the System32 folder you can find services.msc file
Disable:          

When you try to open services.msc this message will be displayed:

Warning Computers running Windows XP Home Edition cannot join corporate domains. For this reason,
features that require machine accounts within a domain, such as Group Policy, are not available in

This method shows you how to Disable/Enable services.msc from Group Policy
Please perform the following steps:

Please go to Start and choose Run ...
Type gpedit.msc and press ok
In the Group Policy window please navigate to User Configuration -> Administrative Templates ->
Windows Components -> Microsoft Management Console -> Restricted/Permitted snap-ins  and open
Services
The Default state is Not Configured and services.msc is Enable
To Enable services.msc select Disable
To Disable services.msc select Enable

To finish press ok button and close Group Policy window
CMD:          
This method shows you how to Disable/Enable services.msc from Command Prompt
Please perform the following steps:

Please go to Start and choose Run ...
Type cmd and press ok
Please select, right and copy a registry key from below, then right click on command prompt window,
select Paste and press Enter

To Disable services.msc:

REG add "HKCU\Software\Policies\Microsoft\MMC\{58221C66-EA27-11CF-ADCF-00AA00A80033}" /v Restrict_Run /t REG_DWORD /d 1 /f

To Enable services.msc:

REG add "HKCU\Software\Policies\Microsoft\MMC\{58221C66-EA27-11CF-ADCF-00AA00A80033}" /v Restrict_Run /t REG_DWORD /d 0 /f

To finish please close command prompt window and Restart your computer
Regedit:

Double click on Restrict_Run and edit the value:

To Disable services.msc:
